Profile of a Delivery Specialist: Introducing Leon Smallboy

Leon Smallboy is an IFMS Project Delivery Specialist supporting the current service delivery goals. He works with communities and their fire departments to conduct fire department assessments, home safety assessments, and community fire safety assessments. Leon is from Ermineskin Cree Nation in Alberta. He started in the fire service over 25 years ago with the Maskwacis Fire Rescue service before joining the Technical Services Advisory Group, working with all levels of governments and First Nations in Alberta. Leon serves as the Indigenous Director on the Board of Directors of the Canadian Volunteer Fire Services Association and was the past Board President of the Aboriginal Firefighters Association of Canada.

Leon describes the role of Delivery Specialist as being the person who will make initial contact with Indigenous Fire Chiefs, Band Managers, and/or Tribal Council officers and provide information on what programs, services, and training are being offered. The Delivery Specialist will also engage to offer orientation of the programs either face to face or virtually, including but not limited to conducting presentations to Chief and Council, technical groups, and/or Tribal Councils.

According to Leon, Delivery Specialists should know the traditions and customs of each area and recognize all cultural aspects of their society with respect and some knowledge. The Delivery Specialist will also recognize other non-First Nation government entities in working to enhance community capacity building and relationships.
